The health sector suffered due to ill-conceived policy issues, fiscal constraints, workforce crisis and the massive impact of floods. The Punjab Health and Welfare Department continued to struggle with 47 per cent vacancy rate for medical specialists. Of 2,098 sanctioned posts, nearly 1,000 remained vacant.
